BUCKHANNON - The Upshur County Commission announced on Thursday that it has selected a firm to create a master plan for the future recreational complex on 70.87 acres of land donated by the J.F. Allen Company last year.


A committee was created in December 2022 to evaluate bids received from firms interested in designing a master plan for the future indoor/outdoor complex.


During the February 9th Commission meeting, Upshur County Administrator Tabatha Perry announced that Civil & Environmental Consultants, Inc. (or CEC, based in Pittsburgh, PA) had been the firm selected.


“A five-member committee conducted interviews of three different firms on January 19th and February 2nd. Each committee member evaluated the firms based upon a set of questions. And based upon those evaluations, the most qualified firm was CEC," Perry said.


CEC was one of three firms selected to be interviewed from the six total bids received after an RFQ (request for qualifications) was approved by the Commission in November of last year. The other firms interviewed were Terradon Corporation (Poca, WV) and the Thrasher Group (Bridgeport, WV).


CEC is based in Pittsburgh, PA with an office in Bridgeport, WV.
